Former Philippine Depart of Energy Undersecretary de Dios says that it will require a $65 M investment to put up a biodiesel facility which will have a total capacity of 306 M Li and $460 M for an Ethanol plant with a 471 M Li capacity. This is in order to meet the demands of the Biofuel bill that is pending at the legislative branch of the Philippine Gov’t which mandates for a 1% blending of biodiesel in the current diesel fuel while a 5-10% blending of ethanol in gasoline. Local players are already jockeying for market position in anticipation of this monumental bill getting passed:
1. Corro-Coat, a producer of powdered coating, buys into it’s sister company (Chemrez Inc) that produces and exports biodiesel to Germany and setting it up for expansion of production facilities from 60 Million/li year to 180 M/li year.
2. Samsung signed a MOU with Philippine National Oil Company for a feasibility study on setting up a 120,000-hectare jatropha plantation costing P6.0 billion and a 200,000-metric ton biofuel refinery costing P2.23 billion.
3. Philippine President Gloria Macapagal-Arroyo disclosed that Saudi Aramco, the government’s partner in Petron Corp., an affiliate of PNOC, planned to put up a jatropha processing plant in Mindanao.
