Sec 7, 8, and 9 of the Philippine Biofuels Act of 2006 talks about the government bodies tasked to implement the bill.

Sec 7 talks about the Mandate of the Department of Energy to enforce the provisions.

It is tasked to :

  1. Come up with the implementing rules and regulations (From Sec 15)
  2. Prepare the Biofuels program that will be consistent with the country’s energy plan.
  3. Establish the fuel quality standards for biofuels and blended fuels.
  4. Establish the guidelines for the storage, handling and transport of biofuels.
  5. Impose fines and penalties against those who violate the the bills provisions that specify what are prohibited actions.
  6. Halt the sale of biofuels/biofuel blended fuels that are not under conformity of the specs defined.
  7. Promote the use of biofuels via information campaign.

Section 8 sets the provisions for the National Biofuel Board (NBB). Specificially that it is a body to be Chaired by the Secretary or designated undersecretary of the DOE. With members of the same rank from the following gov’t departments : Trade and Industry(DTI), Science and Technology (DOST), Agriculture (DA), Finance (DOF), Labor (DOLE), Coconut Authority (PCA), and Sugar Regulatory (SRA.) A technical secretariat from the DOE will be designated and will be headed by a Director appointed by the board.
