Sec 7, 8, and 9 of the Philippine Biofuels Act of 2006 talks about the government bodies tasked to implement the bill.
Sec 7 talks about the Mandate of the Department of Energy to enforce the provisions.
- Come up with the implementing rules and regulations (From Sec 15)
- Prepare the Biofuels program that will be consistent with the country’s energy plan.
- Establish the fuel quality standards for biofuels and blended fuels.
- Establish the guidelines for the storage, handling and transport of biofuels.
- Impose fines and penalties against those who violate the the bills provisions that specify what are prohibited actions.
- Halt the sale of biofuels/biofuel blended fuels that are not under conformity of the specs defined.
- Promote the use of biofuels via information campaign.
Section 8 sets the provisions for the National Biofuel Board (NBB). Specificially that it is a body to be Chaired by the Secretary or designated undersecretary of the DOE. With members of the same rank from the following gov’t departments : Trade and Industry(DTI), Science and Technology (DOST), Agriculture (DA), Finance (DOF), Labor (DOLE), Coconut Authority (PCA), and Sugar Regulatory (SRA.) A technical secretariat from the DOE will be designated and will be headed by a Director appointed by the board.
