The Philippine Biodiesel Association (TPBA) is pleading for “No” delays in the implementation of the 2006 Philippine Biofuel Law sponsored by Rep. Miguel Zubiri and Sen. Miriam Santiago. Theoretically if everything goes as scheduled, the Philippine Biofuels Law will take into effect by April 2007 since the Law was signed last January.

Within three months of the signing of the Act into Law by President Gloria Macapagal Arroyo, the Department of Energy (DOE) is mandated to prepare the necessary avenues in order to take the Law into the mainstream.

Which Include:

  1. Formulation of the Implementing Rules and Regulations.
  2. Preparation of the Philippine Biofuel Program to mesh with the Philippine Energy Plan and other existing biofuels programs of the DOE.
  3. Establishment of technical biofuel quality standards (biofuels and biofuel blends) that comply with the PNS. In line with this, stop and prevent biofuels/blended fuels from being sold which do not meet the standards set.
  4. Develop guidelines for transport, storage and handling of biofuels.
  5. Imposition of fines and penalties against violators.
  6. Deploy and Develop an Information Campaign that will promote the use of biofuels by the public.

I am assuming that the clamor by the biofuel producers to the DOE to stick to the time schedules is brought about by the request of some oil companies to have a 1 year transition period instead of the mandated 3 months.
