There you have it folks, RA 9637 or the 2006 Biofuels Act, signed by the leaders of the Legislative Branch and most especially by the President of the Philippines, Gloria Macapagal-Arroyo.
It was initially signed without much fanfare last January 12 then re-staged last January 31 in front of the press.
