The Distinguished Gentleman from Albay, Rep. Al Francis Bichara , filed a bill that will put an excise tax worth P2.50 on every bag of plastic consumed so as to discourage its use.
According to him, this is so as to deter the long-term effect it has on the environment. He said that plastic bags help contribute to flooding in cities by clogging up drainage’s as well as it yearly kills millions of animals that get trapped in improperly discarded plastic bags. Most important was that it is a by product of oil, which is a nonrenewable resource.
Aside from being a Congressman of Albay, Rep. Al Francis Bichara was also a former Governor and Mayor of the province of Albay. He has a degree in Civil Engineering and Masters in Business Administration.[source]
