PhilippinesI didn’t notice that the Philippine Department of Energy already released a copy of the implementing rules and regulations of Republic Act No. 9367, otherwise known as Philippine Biofuel Act of 2006. The document was signed on May 17, 2007, published on May 23, 2007 and has and effectivity date of June 8, 2007. This document further clarifies the law that was signed last January by adding more detail to the guidelines.

Juan Miguel ZubiriAs of 6 PM today, the quick count of NAMFREL, the accredited quick count body of the COMELEC had tallied 69% of the 224,748 Philippine precincts used in the last May 14 Local Elections. At that mark, Cong. Juan Miguel Zubiri failed to make it to the top 12 amassed votes for those running for Senator. This is despite the fact that with surveys conducted prior to the elections he was shown to have made the Magic 12.

zubiri.jpgThis May 14, Philippine voters will troop to the polls to cast their votes to elect their local officials and 12 Senators. Rep. Juan Miguel Zubiri, the Distinguished Gentleman from Bukidnon, is one of the administration candidates vying for a slot in the magic 12. In the latest political survey conducted by the Social Weather Station (SWS), he comes in no. 9, tied with former rebel Gregorio “Gringo” Honasan[source]. If this holds true, then he will be assured of a slot in the Philippine Senate.

80px-flag_of_the_philippinessvg.pngWith the heat of Summer and May local elections inflicting the Philippines right now, an added burden on the population could be the possibility of fuel prices going up further because of the implementation of the Biofuel Law on May 6, 2007. And that’s not even mentioning that world oil prices are already going up because of the election in Nigeria (Oil speculators are celebrating right now.) Last time I checked, not all the world’s oil is coming from Nigeria.
