Philippine President, Gloria Macapagal Arroyo, signed on Friday the “Climate Change Act of 2009″ or Republic Act 9729 (sourced from Senate Bill No. 2583 and House Bill No. 5982) which calls for a national strategy for dealing with the effects of climate change to the country. China overtakes the US as No. 1 CO2 emitterNew records show that China has already beaten the US in the title of being the country emitting the most CO2 into our atmosphere. What’s remarkable about this also is that they did it in just a short span of time.

No doubt its because of the massive amounts of coal fired power plants and factories in China. During this year’s Beijing Olympics they had to shutdown majority of the factories around the city just so that the smog would clear up.

Definitely not one title a country should be looking forward to nor aspire for.

Heherson Alvarez Presidential Adviser on Climate ChangeFormer Dept of Environment and Agrarian Reform Head, Heherson Alvarez, was appointed presidential adviser to the President on Climate Change. Aside from holding cabinet level positions, he was also a former senator of the Philippine Senate serving in 87 and 92.

I’m not sure how presidential advisers go, but I think they hold rank and privilege similar to cabinet level officials. I’m not sure either if they have to go through the Appointment Committee’s of the Legislative branch in order to be approved. Either way, his previous positions qualify him enough for his current job.
