The battle for the privatization of the 246 MW Angat Hydroelectric Power Plant in Norzagaray Bulacan gets competitive as major players announced their intent to join in the public bidding that is going to be conducted by Power Sector Assets and Liabilities Management Corp. (PSALM).

Those conglomerates who expressed their intent to bid for the project were the Ayala Group (in partnership with Metro Pacific Investments Corp.), San Miguel Corp., Aboitiz Power Corp, and the Lopez Group’s First Gen Holdings Corp.

Tranzen Energy Group to put up 230MW hydro electric power plantIt was reported that the Zamora Group, via Tranzen Energy, has plans to put up a 230 MW hydro electric power plant in Mindanao by 2014. This will be a new power plant as opposed to the common strategy of bidding for government power plants set on the privatization block by PSALM.

The group is behind the Montalban Methane power plant that converts the methane from the Rodriguez waste dumps to useful energy. Montalban is 60% owned by them with the remainder belonging to Carbon Assets Fund of Cayman Island that is in part owned by the United Kingdom Carbon Capital Markets. They are also planning to setup similar methane power projects in Angeles, Olongapo, Davao and San Mateo Rizal.

Pinipisakan Falls in Samar being eyed as a hydro project by RDCThe Regional Development Council (RDC) is looking to tap the Pinipisakan Falls in Las Navas, Northern Samar for a hydro project in order to help alleviate the energy shortage the region is suffering that is resulting in blackouts. They have asked the Dept of Energy (DOE) to commission a P3M study which will guage its viability. The study is targeted to start this month and to finish by February of 2011.

With an available head of 21M, Initial inspection by the DOE says that the falls could hopefully generate 7MW.

Ambuklao-Binga Power Plants undergoing rehabilitationSN Aboitiz Power Inc, a joint venture between Aboitiz Power Corp. and SN Power Invest announced that the rehabilitation of the 175 MW Ambuklao-Binga hydro electric power plants is ongoing and will cost about $280-million.

The money will be used to recommission the Ambuklao power plant that was damaged in an 1999 earthquake as well as to upgrade the generation capacity of the Binga plant. The expected capacity after this upgrade and repair is 225 MW with a combined annual generation charge of 760 giga-watt-hours.

Davao City Council Denies Hedcor Hydro ProjectsHedcor’s proposed Hydro Electric power projects found no endorsement from the City Council of Davao as the committee on energy and environment crafted a resolution to deny endorsement of the projects of Hedcor situated in Tamugan, Panigan and Suawan rivers.

Despite ECC’s already being issued by the Dept of Env and Natural Resources(DENR) and approval to proceed given by the National Water Resources Board (NWRB), one stumbling block that Hedcor had to face was the Watershed code of the City of Davao that prohibits any development in a designated watershed area. In order to fix that problem the Watershed Code would have to be amended by the Davao City council, which of course as of this posting, is against the said projects.

Conal Holdings Corp. (CHC) owned by the Alcantara Family announced plans to put up clean energy projects in the Visayas and Mindanao region with a combined capacity of 100MW. Specifically the projects will be hydro-electric in nature.

These projects are:

  1. 17 MW mini hydro power plant in Siguel River in Sarangani Province.
  2. 30 MW hydro electric power plant Kalaong River in Maitum, Sarangani Province that is currently undergoing study.
  3. 40 MW hydro electric power plant in Bago River, Negros Occidental
  4. 12 MW hydro electric power plant in Carol-an River, Negros Occidental
