Draft rules released for Renewable Energy Producer's Feed-in Tariff Feed-in Tariff’s (FIT) draft rules were released by Energy Regulatory Commission (ERC) that will regulate the establishment and approvals of FITs for the renewable energy charge (REC) collected from the consumers and paid to the renewable energy based electricity producers. Specifically energy derived from: wind, solar, ocean, run-of-river hydro power and biomass.

The FIT basically offers guaranteed payments per kilowatt-hour to renewable energy developers for the electricity they produce as an incentive for entering this business which will help them recoup their investment faster. Am not sure if this was the incentive covered in the Renewable Energy Law of the Philippines (item no. 5).

The Philippine Economic Zone Authority (PEZA) has approved last January 15th the creation of the P55 million Cavite Biofuels Ecozone applied for by the Cavite Biofuel Producers Inc (CBPI). All that’s needed now is a presidential proclamation in order to make it official as an Agro-Industrial Economic Zone.

Villar files resolution to tap Geothermal frontier areasFormer Senate Leader and current Presidential Candidate, Sen. Manny Villar, submitted a resolution (Senate Resolution 1531) last Dec 16. 2009 before Congress in support of private investment to develop frontier geothermal sites in the Philippines. Geothermal Frontier areas are those unexplored geothermal sites that the government has no resource data on.

The main purpose of this is to avert the energy crisis in the island of Mindanao which could curtail the Rural Electrification Program of the country.

Philippine President, Gloria Macapagal Arroyo, signed on Friday the “Climate Change Act of 2009″ or Republic Act 9729 (sourced from Senate Bill No. 2583 and House Bill No. 5982) which calls for a national strategy for dealing with the effects of climate change to the country. A few weeks before the signing the Philippines was rocked by two storms that resulted in massive flooding, lives lost and extensive property damage.

The law allows for an autonomous policy-making body, known as the Climate Change Commission (CCC), to be formed under the Office of the President. They are tasked coordinate the programs of the government and represent the country in international climate change conferences. The commission will be chaired by the President and shall have three commissioners.

Senate Bill 3397 by Sen. Zubiri gives tax exemptions to Hybrid Car importers and manufacturersSenate Majority Leader Juan Miguel Zubiri announced that he is introducing a bill that will provide incentives to manufacturers, sellers and importers of hybrid vehicles in the country.

Zubiri’s Senate Bill 3397 is titled “An Act Providing Incentives to the Manufacturer, Sale and Importation of Hybrid Vehicles, encourages public support for the development of the hybrid car industry in line with the government’s Alternative Fuels program”.

Philippine RE Law Implementing Rules and GuidelinesThe Implementing Rules and Regulations (IRR) of the Philippine Renewable Energy Law (Republic Act 9513) was made public yesterday by the Department of Energy (DOE).

Under the law the Philippines has to double the energy derived from Renewable Energy Sources within 10 years. The DOE is hoping to attract about $10 billion in newer investments with the approval of the law’s implementing rules and regulations (IRR), the energy department said.
