Rep. Al Francis BicharaThe Distinguished Gentleman from Albay, Rep. Al Francis Bichara , filed a bill that will put an excise tax worth P2.50 on every bag of plastic consumed so as to discourage its use.

According to him, this is so as to deter the long-term effect it has on the environment. He said that plastic bags help contribute to flooding in cities by clogging up drainage’s as well as it yearly kills millions of animals that get trapped in improperly discarded plastic bags. Most important was that it is a by product of oil, which is a nonrenewable resource.

Philippine Oil ConsumptionDepartment of Energy (DOE) Secretary, Angelo Reyes, said that Philippine Oil production will reach roughly 30,000 barrels of oil a day once Galoc Oil Field, off the coast of Palawan, goes online next week (June 16).

(DOE Sec Angelo) Reyes said the oil well is expected to produce anywhere between 17,000 to 20,000 barrels of oil per day. The Galoc production, combined with the current oil production in other wells in the country, will be over 30,000 barrels of oil per day, accounting for about 10 percent of the country’s daily consumption of over 300,000 barrels per day.[source]

Philippines EPIRA LawAccording to Opposition Sen. Allan Peter Cayetano, The Philippine President failed to ensure that the different fuel sources will be taxed uniformly in the modified Electric Power Industry Reform Act (Epira).

According to the report:

The government collects taxes equivalent to four centavos per kilowatt hour for power generated by imported coal, but 30 centavos to 70 centavos for geothermal and P1.30 for natural gas.

Philippine Oil ConsumptionWell according to the CIA Factbook. In 2005 the Philippines consumed about 340,000 barrels/day, while it imported 353,700 bbl/day (2004 est).

In terms of Oil Production. According to the Philippine Department of Energy(DOE) (as of November 2006) the Philodrill Corporation produced a total of 162,963 barrels of crude oil. The Nido fields off the coast of Palawan has produced 106,939 barrels while Matinloc made 56,024 barrels. The Malampaya Natural Gas field has been also able to produce 4,908,180.87 barrels of condensate oil.
